This can be done by having the COD values of the trade effluent, thus the TES rate, reassessed at the consumer’s own expense by a laboratory accredited under the Hong Kong Laboratory Accreditation Scheme (HOKLAS) in accordance with the “Technical Memorandum on procedures and methods for sampling and analysis of trade effluents” (“TM”), issued pursuant to section 13 of the Sewage Services Ordinance.
