The basic safety technical specifications GB 43631-2023 for paper products for infants and children were released on December 28, 2023. It will be officially implemented on January 1, 2025. This standard applies to paper products produced and sold within China, supplied to infants and children aged 36 months and below, as well as children aged 3 years and above, 6 years and below.

1. Testing Items:
- Heavy metals (lead, cadmium, chromium, and mercury)
- Azo dye
- Benzene, toluene, and xylene
- Transferable fluorescent substances
- Phthalates
- Acrylamide
- Preservative
- Formaldehyde
- Methanol
2. Microbial testing: Toilet paper
- Total bacterial colony count: ≤ 600CFU/g
- Coliform group: cannot be detected
- Staphylococcus aureus: cannot be detected
- Hemolytic Streptococcus: cannot be detected

Notes:
- Infants and children’s living paper products should not use recycled materials, and packaging materials that come into direct contact with the products should be non-toxic and harmless.
- The chemical substances exposed during the normal use of infants and children’s living paper products should not have a negative impact on human health.
Other requirements:
- Preservatives: In compliance with the Cosmetic Safety Technical Specifications (2015 edition) and relevant management requirements, the use of unauthorized preservatives is not allowed.
- Microbial standards: In compliance with the requirements of GB/T 20810.
- Packaging labeling: The packaging labeling should include Chinese information about the applicable population or age group of the product, such as “infants, children,” etc.
